The Velvet Revolution changed many things in our country, but it seems to have avoided the topic of institutional care altogether. Vulnerable children long for a loving background, something that, despite the best intentions, their "aunts" in institutions cannot provide. Most of the inmates end up on the streets or become perpetrators or victims of crime after leaving the institution. What needs to happen to turn the dominant institutional care system over to family care?
